ANNVER - A friend told me recently that the reason why the holy ghost does not have a body of flesh and bones like Jesus Christ and Heavenly is because he is not an actual person. The "Holy Ghost" is a name given to all those people on the other side of the veil who helps us here in mortality. usually those people on the other side are family members who have passed have been assigned to work with their own family here.
My friend also said those family members not only assist with proclaiming the gospel in the spirit world as its usually taught at church but also other work which is delegated from Heavenly father and Jesus Christ eg. helping to receive prayers and transfer onwards like some kind of call center operator which eventually all leads towards heavenly father to answer and answers return back that same channel.
JOEL - Your friend is speculating about the Holy Ghost. The Doctrine and Covenants tells us:
"The Father has a body of flesh and bones as tangible as man’s; the Son also; but the Holy Ghost has not a body of flesh and bones, but is a personage of Spirit. Were it not so, the Holy Ghost could not dwell in us." (D&C 130: 22)
Being call a personage means He has a form of a person; He is a spirit personage; the same as all people are before they are born on this earth. And their spirit person looks the same as their mortal body as we learn from Jesus in Ether 3. The Holy Ghost is not other family members who have passed on.
Elder Marion G Romney said:
"That the Holy Ghost is capable of manifesting Himself in the form and figure of man, is indicated by the wonderful interview between the Spirit and Nephi, in which He revealed Himself to the prophet, questioned him concerning his desires and belief, instructed him in the things of God, speaking face to face with the man. 'I spake unto him,' says Nephi, 'as a man speaketh; for I beheld that he was in the form of a man; yet nevertheless, I knew that it was the Spirit of the Lord; and he spake unto me as a man speaketh with another." (1 Nephi 11:11)
Family members can and do assist in proclaiming the gospel in the spirit world, and they might appear to someone here on earth, but I have never heard of them being responsible with the answering of prayers in the way your friend describes. The Godhead alone is responsible for that.
